"We were informed by the authorities and the betting companies," he added.
"We then looked into that situation and were open about it. Although there was that aberrational betting, we, honestly, found no evidence.
"Federal authorities has legal authority... [it] can threaten to put people in jail, can do all kinds of things that the league office can't do.
"Therefore, we've been cooperating from that point. Naturally, what they revealed yesterday was an indictment.
"Moreover two and a half years later, he has not been found guilty of anything, in justice to Rozier.
"Obviously, it doesn't look good, but he's been suspended, and so it is a compromise here between protecting people's rights and investigating."
